QUOTE: Despite its stellar reputation, a few mediocre and even lousy instructors end up at Stuyvesant because hiring is based on the union contract that values seniority more than competence.

ABSTRACT: Due to a union contract, Stuyvesant High School's hiring practices are unfair to both students and teachers.  Hiring is based solely on seniority rather than knowledge and teaching ability.  While the students are held to very high standards, some teachers are unable to comprehend the material they are supposed to be teaching.
