ABSTRACT: M. Stuart Lynn, President and CEO of ICANN and a technical person long-involved in the decentralized culture of Internet governance, has stated that the Internet needs world governments to take on the task of managing what has become the world's essential communication medium. Not an extensive article, but an obvious question not dealt with comes to mind--- could governments do it better?
