- ABSTRACT: Responding to a threat they say is as serious to their countries as terrorism is to the United States, Latin American governments have cracked down on gang violence. Under zero-tolerance gang laws, due process is often suspended, and many have been imprisoned for as little as having gang tattoos. While crime rates have decreased markedly, it has come at a tremendous cost to due process and the rights of alleged gang members.
