QUOTE: Before government officials can begin negotiating jobs in the private sector, they must recuse themselves from making decisions that could have a financial impact on their potential employers....But the defense companies are so huge and the rules so elastic that loopholes exist.

ABSTRACT: Sparked by the firing of a newly-appointed top Pentagon official who was still overseeing defense contracts for her previous private sector employer, Congress is again wrestling with the difficult "revolving door" controversy of how quickly military executives and government officials can take jobs with the the defense companies they used to oversee and regulate. These issues are relevant to non-military branches of government too.
