- ABSTRACT: The Russian government is finding it too expensive to maintain supply lines to some residents of Siberia and wants them to move to other regions. Many residents are refusing to leave their homes because they feel the government is not providing sufficient funds for new housing and jobs training. Yet it is also the shortfalls in government financing of that has caused ongoing hardships for inhabitants of northern towns and cities, who for decades have had to rely on outside help for survival.
