ABSTRACT: The first in-depth and independent study of the US government's handling of contracts for Iraq and Afghanistan reconstruction projects, done by The Center for Public Integrity, supports criticism that companies with close political ties have received almost all the contracts, and that the bidding process has not been open and transparent as promised. The Bush administration disputes the study's accuracy and assessments.
