ABSTRACT: Human right groups criticize the release of American government aid to Columbia, citing the country’s continuing unwillingness to crack down on right-wing paramilitaries terrorizing the civilian population. Amnesty International Executive Director William F. Schults claims that the aid reflects White House appreciation for the Columbian government’s fight against drug trafficking, not improvements in its human rights record.
